PROFILE
Peter Gray serves as National Chair of the firm’s Environment, Energy and Product Regulation Department. Since joining the firm in 1985, he has worked on a broad range of environmental matters, including disputes over responsibility for cleanup of contaminated property, challenges to state and federal environmental regulations, enforcement cases involving hazardous materials, and climate change planning and advocacy.
Mr. Gray has represented both plaintiffs and defendants in cost recovery, contribution and natural resource damage actions under the Comprehensive Environmental Response, Compensation and Liability Act (CERCLA) and state law. He has defended clients in government enforcement actions brought pursuant to various federal environmental laws, including the Resource Conservation and Recovery Act (RCRA), the Clean Water Act and the Emergency Planning and Community Right-To-Know Act (EPCRA). He has arbitrated numerous data compensation claims on behalf of pesticide data submitters under the Federal Insecticide, Fungicide and Rodenticide Act (FIFRA).
In addition to his environmental litigation practice, Mr. Gray has a diverse Washington, D.C.-based regulatory practice in which he regularly represents clients before numerous federal agencies, such as the Environmental Protection Agency and the Department of Transportation, and counsels clients on hazardous materials management, release reporting requirements and climate change.
A chemist by training, Mr. Gray writes and lectures extensively in the environmental area. He is the author of The Emergency Planning and Community Right-to-Know Act Basic Practice Manual for the American Bar Association; the Wiley Environmental Law Update and the Superfund Claims and Litigation Manual. He has served in many ABA leadership roles, including currently the Chair of the Environmental Litigation and Toxic Tort Committee of the Section on Environment, Energy and Resources. Mr. Gray is a frequent commentator on environmental issues for the Washington Legal Foundation and is a member of the Board of Directors of the World Environmental Law Foundation. He is also on the Board of Advisors to the Chemical Waste Litigation Reporter.
