Stephen K. Gardner is a recognized expert in energy contract and procurement issues--particularly for industrial and commercial energy consumers. He has over 25 years of experience in all aspects of energy law and regulation and has represented both producers, marketers, utilities and major energy users. His efforts have resulted in millions of dollars of savings and avoided costs to his industrial and commercial energy consumer clients. He is highly skilled in drafting and reviewing natural gas and electric purchase and sale agreements, reviewing tariffs, negotiating contracts with suppliers, marketers and utilities, intervening at FERC and before state public utility commissions, and settling contract disputes and rate issues.
Stephen designs and implements energy cost savings programs, including hedging and procurement strategies, for his clients, working closely with financial officers, plant managers and purchasing departments.
Internationally, Stephen's experience includes the restructuring and renegotiation of independent power purchase agreements in Southeast Asia, energy-related international arbitration issues, energy project financing issues at the World Bank, and independent power development and contracts.
Stephen is also highly experienced in the public policy arena, and has led a number of successful lobbying efforts in energy, natural resources, environmental issues and tax. .
Before joining the firm, Stephen served as a partner in several major national law firms. In addition, he was Senior Counsel for AMAX Inc., an integrated natural resource, aluminum and energy company. He chaired the company's energy committee and was directly responsible for its successful energy cost reduction program. He also served as Energy Director for the National Association of Manufacturers and as Counsel to the Natural Gas Supply Association. He is an active member of the Federal Energy Bar Association and the Section on Energy and Natural Resources of the American Bar Association. Stephen is listed in Who's Who in American Law.
