Stephen Ruscus practices in the area of government contracts, litigation and public healthcare.
Stephen has extensive experience in litigation before the United States Court of Federal Claims, United States Courts of Appeals and the Armed Services Board of Contract Appeals and in bid protests before the General Accounting Office. His experience includes litigation of complex statutory and contractual issues, including those arising out of the design, financing, construction and operation of privatized cogeneration facilities, termination for default of the A-12 advanced tactical aircraft, disposal of spent nuclear fuel and provision of defense telecommunications services.
Stephen counsels clients on a variety of government contract law issues, including complex issues involving contract claims, terminations and funding. His counseling practice includes assisting clients with a wide range of pharmaceutical pricing issues and in compliance with obligations with respect to State Medicaid, Centers for Medicare and Medicaid Services and Department of Veterans Affairs drug programs. He has conducted investigations and prepared reports under the Department of Defense, Department of State and Department of Veterans Affairs Voluntary Disclosure programs.
Stephen extensively counsels and negotiates on behalf of clients regarding federal, state and local and commercial contracts for the provision of high tech products and services. He has appeared before multiple state public service commissions on a wide variety of telecommunications issues.
Stephen is the co-author of "Taking Aim at the Takings Argument: Using Forward Looking Pricing Methodologies to Price Unbundled Network Elements," 5 COMMLAW CONSPECTUS 231 (1997), the co-author of "The Blue Fox Enigma: Closing the Controversy Over the Availability of the U.S. District Courts in Contract Cases," The Government Contractor, Vol. 41, No. 6 (Feb. 10, 1999) and author of "The Fair Act, Briefing Papers," Federal Publications, No. 99-13 (Dec. 1999).
Stephen lectures on pharmaceutical procurement and reimbursement, privatization and outsourcing and federal compliance issues.
