Richard Oliver is a government contracts lawyer with more than twenty-five years of experience representing clients dealing with a wide range of government contracts issues. In the course of his practice, he has represented clients and the Government Accountability Office in state and federal courts, and before administrative boards of contract appeals. He has counseled clients, written professionally and lectured on the Federal Acquisition Regulation, bid protests, service contracts debarment and suspension, voluntary disclosures, quality assurance, changes and claims, contract compliance, socioeconomic policies (such as those related to small business) and subcontractor-prime contractor disputes. He is an active member of the Contract Services Association, the National Contract Management Association and the Public Contracts Section of the American Bar Association.
Dick has a dynamic bid protest practice, both in challenging agency contract award decisions and defending contracts awarded to his clients. He has challenged government award decisions involving numerous acquisition techniques, including reverse auctions, oral presentations and performance based contracting.
He frequently works with clients to identify and minimize the risks that arise in the course of contract negotiation, as well as weighing the costs and benefits of pursuing potential claims. He has particular experience representing clients who have government contract clauses inserted into their commercial contracts.
Dick has defended clients in major criminal investigations, often involving complex questions of quality assurance, and civil actions under the False Claims Act. He has also assisted companies with internal investigations. He has organized government contract compliance reviews for various clients.
Before entering private practice, Dick was an attorney in the Office of the General Counsel of the U.S. Air Force. A Phi Beta Kappa graduate of the University of Virginia, he received his legal training at HarvardĀ University, where he was an editor of the Harvard Journal on Legislation.
