PROFILE

Kevin Lombardo is an associate in McKenna Long & Aldridge’s Los Angeles office.  He joined the firm in 2001 after serving as a summer associate in 2000.

Kevin practices primarily in the area of government contracts, but also has experience with export control regulations.  He has extensive experience with requests for equitable adjustments and contract claims against the government.  In particular, Kevin has experience with conflicts arising out of Iraq reconstruction contracts, A-76 outsourcing issues, and service contract disputes.  He has worked closely with clients in developing and managing internal investigations into allegations of wrongful conduct by corporate personnel, and has experience counseling clients in Federal Acquisition Regulation (FAR) cost allowability and Truth In Negotiations Act (TINA) issues.  Kevin also possesses a significant amount of experience in defending cases brought under the False Claims Act (FCA).  For example, in 2005, Kevin served as the lead associate on the trial team that successfully defended General Motors in a qui tam case tried in the Southern District of Ohio.  Kevin has also counseled clients in matters involving ITAR and EAR violations, including drafting voluntary disclosures and working with clients to develop and implement export compliance programs (including creating and drafting export compliance manuals).  Kevin also co-authored an article with John Liebman entitled “A Guide To Export Controls For The Non-Specialist” published in Loyola Law School’s International and Comparative Law review at 28 Loy. L.A. Int’l & Comp. L. Rev. 497 (2006).

In addition, Kevin possesses significant experience with internal investigations.  Kevin has worked closely with clients in developing and managing numerous large scale internal investigations dealing with a multitude Government contracts and export controls issues, including: quality control, construction defects, false claims, procurement integrity, cost and pricing, contract compliance (including design specification and military specification issues), as well as ITAR and EAR compliance (including issues relating to, among others, “deemed exports,” re-exports, and embargoed countries.) 

Kevin received his Bachelor of Arts from the University of Washington and his J.D., cum laude, from Loyola Law School.  While at Loyola, Kevin earned First Honors awards in both Appellate Advocacy and Trial Advocacy, was a member of the Order of the Coif, and participated in legal aid clinics.  During law school he served as a judicial extern for the Honorable Stephen J. Hillman, U.S. Magistrate Court, where he gained substantial experience in appellate practice and procedures.  Kevin also studied abroad, taking courses in International Law at Trinity College of Law in Dublin, Ireland.  Prior to attending law school, Kevin worked for The Boeing Company in Seattle, Washington.
