Keynote Speaker:
Jim Schweiter, Former General Counsel/Democratic Staff Director
Committee on Armed Services - U.S. House of Representatives
Jim served as a senior professional staff member and legal advisor to the committee’s ranking member and to the 27 other Democrat Members of Congress on the Committee. He was responsible for formulating and implementing legislative initiatives, strategy, and parliamentary procedures related to the annual national defense authorization act and other legislation. In addition, he served as liaison to the House leadership, House and Senate committees, the White House, the Department of Defense, industry officials and other interest groups.
Moderator:
T. Mark Flanagan: Managing Partner, McKenna Long & Aldridge LLP. Mark is a member of the firm’s White Collar Defense Group. He focuses his law practice on defending large corporations, small businesses and individuals in civil fraud and white collar criminal cases. He has defended clients in all types of matters, including procurement fraud, health care fraud, federal Food, Drug & Cosmetic Act fraud, environmental crimes, civil False Claims Act lawsuits, Customs fraud, Foreign Corporate Practices Act cases and Congressional investigations. Mark joined the firm in 1988 after serving as the Assistant United States Attorney for the District of Columbia.

Joshua Hochberg: Josh is a partner in the firm’s White Collar Crime practice focusing on individual and corporate white collar defense, internal investigations, and compliance. He was previously Chief of the Fraud Section, and Deputy Chief for Litigation of the Public Integrity Section, in the Criminal Division of the Department of Justice. As Chief of the Fraud Section, he developed and implemented policy and directed enforcement initiatives on White Collar Crime issues. Josh organized nationally significant complex investigations and prosecutions of corporate, securities, health care, procurement, and bank fraud matters. He also supervised all Foreign Corrupt Practices Act investigations, and prosecutions nationwide. He helped lead the Department of Justice’s response to the wave of accounting scandals that followed the collapse of Enron Corp. in 2001.
Stefan Passantino: Stefan has a nationwide practice focusing on representing political figures, corporations and other political entities with respect to state and federal election law, campaign finance, lobbying law and ethics issues. Some of his clients include former Speakers of the United States House of Representatives, Newt Gingrich and J. Dennis Hastert, respectively, as well as Congressman Roy Blunt and JC Watts, former Representative to the United States House of Representatives from Oklahoma. In addition, Stefan serves as General Counsel to corporate entities formed by former Speaker of the House Gingrich and former Congressman Watts.
Mary Ellen Fraser: Mary Ellen works with a variety of US and non-US government contractors performing work in Iraq and Afghanistan. She assists government contractors with contracting compliance, as well as government affairs matters. Additionally, she works with individuals to prepare them as witnesses for Congressional hearings. Prior to joining the firm, Mary Ellen acted as counsel to the House Committee on Armed Services, US House of Representatives.
