This Briefing will focus on changes to the New York State Lobbying Act related to governmental procurements, which went into effect in 2006. The Briefing will also address the rules regarding gifts/ entertainment of public officials, contribution limits, and best practices regarding campaign-related activity at the state and federal level.

About the Speakers
David Grandeau: As the Executive Director of the State Lobbying Commission, David Grandeau and his staff of 44 are widely recognized as one of the most effective oversight agencies throughout the country. Charged with administering and enforcing all provisions of the Lobbying Act, Mr. Grandeau and his staff continuously monitor the activities of thousands of lobbyists and their clients in an industry that surpassed a record $149 million in spending in 2005.
Mr. Grandeau has served as the Executive Director of the Lobbying Commission for over a decade. Prior to his 1995 appointment, Mr. Grandeau was the Troy City Manager. He previously served as counsel to the Albany County Airport Authority, the Solid Waste Commission and the Coradian Corporation. Mr. Grandeau is a 1984 graduate of Albany Law School.
Lisa Fox: Lisa Fox is an Associate Attorney with the New York State Office of General Services. She works with the OGS Procurement Services and Information Technology business units supporting the centralized contract functions for commodities, services and technology and agency specific acquisitions. In addition, Ms. Fox assists with the implementation of the new State Finance Law provisions governing procurement lobbying and provided assistance with Executive Order Number 127, Providing for Additional State Procurement Disclosure. Ms. Fox was previously employed by the New York State Division of Criminal Justice Services, handling contractual and administrative law matters. Ms. Fox has eighteen years experience in the Executive branch working on administrative and contract law issues
John Harris: John Harris is a partner in the Public Policy and Regulatory Affairs practice of McKenna Long & Aldridge LLP’s Albany office. John’s practice focuses on administrative law and government affairs, representing clients before state and local agencies in connection with regulatory review, permitting, financing and development of a wide range of projects. He works with clients in connection with various legislative initiatives, developing strategies to achieve public objectives, including drafting and monitoring legislation, proposed regulations and agency guidelines. John also counsels clients on developing bids and proposals for government contracts, and in negotiating and drafting final contract provisions.
Jerry Jennings: Jerry Jennings is a managing director in the Albany office of McKenna Long & Aldridge LLP. He has extensive political and governmental knowledge, having been a partner and of counsel with one of the top lobbying and government relations firm in New York prior to joining MLA. He is also a seasoned litigator having practiced all facets of civil and criminal law in local, county, state and federal courts in New York and Florida. His practice includes federal, state and local government affairs, legislative action, public policy and crisis management, and campaign and election law.
Stefan Passantino: Stefan Passantino has a nationwide practice, focusing on representing political figures, corporations and other political entities with respect to state and federal election law, campaign finance, lobbying law and ethics issues. Some of his clients include former and current Speakers of the United States House of Representatives, Newt Gingrich and J. Dennis Hastert, respectively, as well as Congressman Roy Blunt and JC Watts, former Representative to the United States House of Representatives from Oklahoma. In addition, Stefan serves as General Counsel to corporate entities formed by former Speaker of the House Gingrich and former Congressman Watts.
