PROFILE

Hakim Hilliard concentrates his practice in state and local government law, specifically in the areas of land use and zoning, police licensing and permitting, economic development incentives and procurement.

He has successfully represented clients in addressing issues related to special land use permits, variances and special exceptions; alcoholic beverage licensing; platting of preliminary, final and revised plats; impact fees; permitting (land disturbance, certificates of occupancy, building permits, etc.); text amendments to zoning ordinances and comprehensive development plan maps; intergovernmental agreements; subdivisions; Development of Regional Impact (DRI) review; historic preservation, tree preservation/removal and other land use related issues.

He has assisted in the development of a variety of projects such as mixed use communities, residential subdivisions, industrial parks, waste transfer stations, schools, universities, churches, shopping centers, multi-family communities (town home, condominium, apartments), quarries, auto dealerships, cultural centers, restaurants, nightclubs and other uses which rely upon the sale or use of alcoholic beverages (special events, festivals, concerts, etc.) throughout the state of Georgia.

He has worked on behalf of developers, landowners, brokers, lenders and local governments in all aspects of land development.

Prior to joining McKenna Long & Aldridge LLP, Hakim served as an Assistant City Attorney for the City of Atlanta, providing counsel to the Mayor, City Council and various city departments, including the Bureau of Planning Development and Neighborhood Conservation, the Urban Design Commission, the Bureau of Taxicabs and Vehicles for Hire, the Licenses and Permits Unit of the Atlanta Police Department and the Private Industry Council. He also staffed the Atlanta Board of Zoning Adjustment and Zoning Review Board on issues related to land use and zoning. In 1997 and 1998, Hakim was the legal counsel and lobbyist for the City of Atlanta at the legislative session of the Georgia General Assembly.

In addition to his work at McKenna Long & Aldridge, Hakim also serves as an Adjunct Professor in the Criminal Justice Department of Georgia State University.

The Fulton County Daily Report recognized Hakim in their 2004 listing of "40 Under 40" and also profiled him as a Rainmaker in June 2005. In addition, Hakim has been named to the 2006 Georgia Super Lawyers Rising Stars list.
